Why failures concentrate at the eave
Most of a roof sits over heated living space, and enough warmth moves up through the attic and the deck to keep the field of the roof a little above the outdoor air temperature through a cold winter. The eave doesn't get that benefit. It overhangs the exterior wall, past the edge of the conditioned space below, which makes it the one part of the roof surface that runs consistently colder than everything above it.
That temperature difference is exactly what drives an ice dam. Heat escaping a warm attic melts snow sitting on the upper roof, and that meltwater runs downhill until it reaches the colder eave, where it refreezes into a ridge of ice instead of continuing off the roof. Snow above the eave keeps melting and feeding that ridge, and the ice keeps growing until it's thick enough to back standing water up underneath the shingles rather than letting it drain past.
Shingles are built to shed water moving downhill across their surface. They are not built to hold back standing water sitting still against them, which is exactly what an ice dam forces the eave to do for as long as the freeze holds. That's the mechanical reason repair calls at this part of the roof cluster so heavily in winter and early spring — the eave is doing a job none of the roof's other components were designed around.
How the layers stack
Because the eave has to handle standing water rather than just sheeting flow, it carries more layers than the rest of the roof does. Under the shingles sits a self-adhering waterproof membrane, run across the deck at the eave specifically to seal around any fastener that punctures it and to keep water out even if it's sitting against the underside of the shingles rather than running off. On top of and around that membrane, drip edge metal directs water toward the edge in the correct order relative to it. Below the whole assembly, a gutter carries away whatever finally makes it off the roof.
The membrane's extent isn't arbitrary. Code here calls for that ice barrier to run in from the eave a minimum distance — 24 inches inside the exterior wall line on most slopes, extending to 36 inches measured up the roof once the pitch reaches 8:12 or steeper — specifically in areas with a history of ice forming along the eaves. The steeper-roof distance is longer because a steep roof sheds meltwater onto the eave faster, so the protected zone has to reach further up the slope to stay ahead of where a dam can actually form.

At the eave specifically, that means the membrane sealing to the deck, the metal lapping correctly over or under it depending on which edge it's at, and the gutter positioned to actually catch what the metal sheds rather than letting it run behind.
Repairing without disturbing the ice barrier
A localized eave repair — replacing a section of rotted fascia, resetting drip edge that's pulled loose, or fixing a spot where the gutter isn't catching water correctly — doesn't automatically mean tearing out the ice barrier membrane underneath to get at it. Where an existing roof assembly already has that membrane properly adhered to the deck, code permits it to stay in place and simply be covered with an additional layer rather than requiring full removal first. That matters for scope: a repair that can build on a sound existing membrane instead of stripping it out stays smaller, faster, and closer to the actual problem.
That option only holds if the existing membrane is actually sound. A membrane that's been compromised by the ice dam that caused the repair call in the first place — torn, lifted, or no longer adhered where water forced its way underneath — has to come up and be replaced properly rather than capped over, since covering a failed membrane just hides the failure instead of fixing it. Insulation installed poorly, with gaps or thin spots, can leave a roof dealing with the same eave problems regardless of how sound the roofing itself is.
Can I repoint a chimney myself?
A small, isolated section of failing mortar joint is within reach for a confident do-it-yourselfer with the right materials and some masonry experience. Repointing an entire chimney, or work anywhere near the reglet where counter-flashing is set into the masonry, is a different scale of job — getting the mortar mix and joint depth wrong across a large area is a mistake that's expensive to undo, and disturbing the reglet without know-how risks opening a gap in the flashing seal that wasn't leaking before. Is it worth it to insulate a house?
